For Consulting Services for preparation of Feasibility Studies and Technical Designs for the modernization and rehabilitation of Karakol and Issyk-Kul International Airports, including preparation of tender documents for infrastructure and equipment as well as finalization of safeguard documents

The Kyrgyz Republic has applied for financing from the International Development Association (IDA) toward the cost of the proposed Central Asia Regional Links Project, Phase 3. The proposed project will focus on removing the main constraints towards increased regional connectivity of Issyk-Kul oblast, i.e. improvement of Tyup-Karakyra border crossing road and Karakol and Issyk-Kul International airports infrastructure for better access to/from the Oblast, and support to improved aviation safety and competitiveness of key industry, such as international tourism. The implementing agency for the assignment and the subsequent Project Employer is the Ministry of Transport and Roads of the Kyrgyz Republic.
The main objectives of these consultants’ services are:
General overview of the institutional framework governing aviation in Kyrgyz Republic;
Forecast passenger and cargo traffic relevant for Issyk-Kul and Karakol International Airports;
Conduct an assessment of airport facilities and determine airport rehabilitation needs for Karakol International Airport;
Validate proposed airport improvements for Issyk-Kul International Airport;
Determine economic, financial and technical feasibility of the proposed investments;
Prepare detailed designs and tender documents for the infrastructure and equipment to be modernized and/or acquired; and
Finalize the draft safeguards documents, such as the Environmental and Social Impact Assessment (ESIA, including Environmental and Social Management Plan) and the Resettlement Policy Framework (RPF, including Resettlement Action Plan, if required).
For detailed information on the scope of services, the draft TOR for the assignment is available, subject to adjustments before issuance of the Request for Proposals (RFP).
The Ministry of Transport and Roads of the Kyrgyz Republic now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (company profile, organization and staffing etc.). The shortlisting criteria are:
1. Minimum experience of at least 10 years in detailed design and Feasibility study preparation for airports improvement projects.
2. Overall assessment of company’s staffing arrangements and capacity (available permanent staff and pool, portfolio of ongoing projects);
3. Previous working experience in CIS; work experience in Central Asia/Kyrgyz Republic is an advantage.
4. Financial strength/status including financial statements (annual turnover in the last three years), and net worth of the company.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July 2014), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Fixed Budget (FBS) method set out in the Consultant Guidelines.
